Addressing the 81st session of the UN General Assembly on September 22, President Donald Trump announced that the United States would henceforth call artificial intelligence “super intelligence”, expressing the hope that other nations would adopt the term. In the same address, he pledged not to stifle a technology he described as larger than the Industrial Revolution, and compared those raising concerns about AI to those who warn against climate change. The renaming is a rhetorical gesture, but it came at a consequential moment. A day earlier, 20 countries called for international oversight of the very systems Trump proposed leaving largely unrestrained.

A change of name does not change the substance. Three conditions define the present landscape, whatever terminology is preferred in Washington. The inner workings of frontier models remain poorly understood. The models themselves are evolving faster than they can be studied. And no international framework of any consequence governs their development.
